Challenge
Informing Healthcare, Wales, had identified the need for a toolset that supported the increasing demand for the development of clinical pathways in support of modernising health service delivery to the population. A pilot of such a tool (Map of Medicine) had been undertaken and Informing Healthcare wished to develop the procurement strategy for delivering such a tool in the longer term.
Solution
Oakleigh's first step was to clarify the user requirements for the tool set: how were people going to use it, what did they expect it to do, how should it be delivered, for example. Oakleigh then undertook an analysis of the potential market for clinical pathway tools. In an intensive, world-wide, search a total of 48 potential candidate toolsets were analysed. This information allowed the procurement strategy to be proposed and led to an initial agreement that an OJEU compliant procurement would be initiated.
Oakleigh was asked to assist with the planning and funding processes through the development of a '5-Case Model' compliant business case. On the advice of Oakleigh's consultant, the development of the business case was used as an opportunity to engage with the pilot organisations to ensure the robustness of the engagement and planning processes. This focused on reducing or managing risk and maximising the delivery potential.
After successfully delivering the Business Case, Oakleigh went on to develop the specification, evaluation criteria and scoring methodologies for the procurement.
Outcome
As a result of Oakleigh's input Informing Healthcare was able to procure the optimum solution for its needs. The value of this was summed up by Dr Brian Gibbons, Minister for Health and Social Care in Wales, who said of this toolset....
"This initiative is an excellent example of technology and information-driven change that is being used to provide patients with the best-possible care. It is a practical guide that can help clinicians by providing a clear schedule of the care pathway the individual patient will follow."
