Benefit Realisation in the NHS

Challenge
The NHS needed to show how investments resulted in real benefits for the stakeholders. Ensuring programmes and projects delivered to budget and to time was not sufficient as a measure of success. The service had to show how these improved the service for the patients, the service (staff and management) and the taxpayer.
Solution
Oakleigh consultants played a vital role in the development of this approach from the earliest days of the programme: taking on the embryonic strategy and, through working with volunteer communities, developing it into a viable and practical process.
Oakleigh consultants piloted this change management and benefits realisation approach. They helped communities develop integrated service improvement plans and a benefit realisation plan. They went on to work with the team developing the guidance material based the pilot experience. These became the core of the process. They were closely involved with the drafting and validation of the benefit realisation approach.
After helping to develop the integrated service improvement process the team worked with Strategic Health Authorities and health communities to help them create benefit realisation plans, using the new processes. This approach, developing the benefit management approach used in standard programme management, is aimed at ensuring that projects and programmes deliver the expected benefits, rather than simply focussing on outputs and outcomes.
Much of this work has involved coaching NHS staff through the stages of the work. In the course of this he has identified training needs and provided support in addressing them, including writing training material which has been adopted nationally.
Outcome
The NHS developed, with Oakleigh's help, an effective approach for ensuring project and programme success through benefit management. The techniques complement and augment proven techniques for managing programmes and projects, such as MSP and PRINCE2.
