Scoping, Planning and Commissioning
Commissioning agencies need to know the current and future scope of provision in their area, to understand the range of provision both available and required, to be aware of patterns of current and future possible take up and the quality of provision of and between different types of providers. They also need to ensure that information, advice and guidance keeps pace and offers learners and their parents the right information to inform their choice of provider.
Commissioning should (ref the LGA REACT discussion paper on Commissioning February 2009):
- Ensure the best quality of provision for each young person
- Meet both learner demand and economic need
- Ensure future delivery of, and access to, the universal 2013 entitlement
- Be impartial with respect to type of provider
- Be independent of the local authority of residence of the learner
...and be informed by considerations about quality, VFM, Access, provider stability, impact on community and policy priorities.
Pulling that information together into a comparable and accessible format is a challenge as post 16 learner data is currently collected in different ways in different parts of the post 16 system.
