Challenge
HEFCE appointed Oakleigh to undertake an evaluation of the role and extent of human resource management (HRM) initiatives in the English HE sector since 2001, and their corresponding impact on the sector’s workforce. This included an evaluation of the impact of the last two years of the Rewarding and Developing Staff in HE initiative by HEFCE (R&DS).
The main aims of the study were to:
- Undertake a summative wide-ranging review of the role of HRM in English HE since 2001.
- Evaluate the impact of the last two years of the R&DS initiative – 2004/5 and 2005/6.
- Assess the relationship between the R&DS initiative and other key changes to HRM for the HE sector in England since 2001, and evaluate the level of influence of these on the capacity and capability of the current HE workforce.
- Build on the findings of the R&DS and develop a formative analysis of the current state of HRM within the English HE sector.
Solution
The study involved consultation with a broad range of sector stakeholders, including the Universities Personnel Association, the Universities and Colleges Employers’ Association, plus other institutional and employee representative bodies.
Key to building a qualitative and quantitative assessment of relative impact and changes in HRM over the period, were in-depth institutional visits, as well as a detailed investigative e-survey distributed to HEI Heads of HR.
Results of institution-specific analysis were combined with key outcomes from other publicly available sectoral studies relating to HRM and workforce developments over the period, to produce the final summative and formative evaluation report.
