Challenge
The Department for Innovation, Universities and Skills (DIUS) required an evaluation of the Key Skills Support Programme (KSSP) to assess the impact and performance of the Programme between 1st April 2005 and 31st March 2007.
Solution
Oakleigh identified and engaged with the various types of providers (managers, teachers and trainers in schools, FE and specialist colleges, 6th Form Colleges, and work-based providers) who accessed the KSSP. Their views, experiences and perceptions of the Programme were captured through both a survey and in-depth interviews with a selected a representative sample of centres. This was further enhanced by an analysis of statistical data on achievement in key skills and interviews with key DIUS partner agencies. These approaches brought out the key issues and opinions on the programme.
The evaluation identified how effective the programme was in terms of achieving its objectives; reaching target groups; methods of delivery; and the performance of the managing agents in identifying key successes and milestones.
Outcome
The final report met ESF requirements for evaluating an ESF funded project. It will be used to inform plans and provide recommendations for continuing key skills support provision during the transition period to functional skills. It will also provide information and good practice for DIUS/DCSF and partners in developing and implementing the functional skills programme.
