Information Commissioner - Information, Communications and Technology (ICT) Services Procurement

Challenge
The Information Systems (IS) Department of the Information Commissioner (ICO) were taking the lead on the re-procurement of ICO’s ICT Services contract and required external expert assistance from Oakleigh to ensure that the re-procurement was achieved on time and met the strategic needs of ICO.
Solution
As a foundation to the re-procurement, it was agreed that there should initially be an Oakleigh review of the ICO draft ICT Strategy. This involved an analysis of the Strategy against ‘best practice’, interviews with key stakeholders to test assumptions/ rationale for the Strategy, an impact assessment of proposed Oakleigh changes to the Strategy and presentation of findings to senior management.
The final draft of the ICT Strategy acted as an essential baseline for the ICT Services re-procurement project
Oakleigh’s input to the ICT Services re-procurement project then included::
- Assistance setting up the ICT Service re-procurement project and the establishment of the Project Board and User Groups;
- Providing EU procurement support and guidance, throughout the full procurement lifecycle;
- Input to the project risk and issues registers;
- Assistance in producing the Statement of Service Requirements, both as an internal baseline document and to act as a vehicle for obtaining the understanding/ buy-in from key stakeholders;
- Workshop facilitation to assist ICO in deciding the ideal model for the Intelligent Client function;
- Assistance in producing key specification documents at key points throughout the procurement (e.g. Pre-Qualification Questionnaire; Invitation to Tender;
- Assistance producing and testing the evaluation models at each stage of the procurement;
- Providing project assurance (and internal gateway) support to ensure probity and ensure that the project met its objectives/ key target milestones;
- Assistance in the final contract clarification and contract award phases.
Outcome
ICO successfully completed the re-procurement in time to take-over from the old contract arrangement. A key facet of the Oakleigh work, which ICO found particularly useful, was the skills transfer from the Oakleigh consultants to ICO’s own staff. This enabled ICO to run with large parts of the procurement work internally and also enabled ICO to establish an Intelligent Client function to manage the new ICT Services contract.
