Child Support Agency - Programme Benefits Review

Challenge
The Child Support Agency required external consultancy to assess the achievement of objectives and benefits for a number of major projects within a key Programme of work.
Solution
The Department for Work and Pensions awarded Oakleigh a 2-year call-off contract for reviewing the objectives/benefits related to projects within the Operational Improvement Plan (OIP) for the Child Support Agency.
Under this call-off arrangement Oakleigh have undertaken 4 key reviews:
- Assess the extent to which 6 key projects within OIP have enabled improvements in productivity;
- Assess the extent to which the new Agency Complaints process has delivered its objectives and benefits
- Assess the extent to which the Quality Assurance project’s objectives and agreed benefit realisation levels had been/are likely to be achieved
- Assess the extent to which new Debt Enforcement processes will deliver improvements in debt collection, by comparison of a Debt Test Bed unit against business-as-usual teams.
Outcome
For each review Oakleigh delivered interim findings, which were then tested/refined and presented in a final report. In addition to the objectives/benefits testing undertaken by Oakleigh a key outcome for the Agency was the transparent way Oakleigh presented their work in order that the Agency could both understand and own the final recommendations. As part of each review the report also delivered 'Lessons Learned' which the Agency could then use for future OIP (and related) projects.
