Oakleigh to provide Postcomm with independant assessment

Oakleigh have won an assignment with Postcomm (the regulator of Royal Mail) to provide an independent assessment of the methodology used by Royal Mail to estimate the numbers of postal items lost, stolen, damaged or interfered with each year. The work involves:

analysing the documentation and instructions issued by Royal Mail for the collection of losses statistics to ensure they are clear and unambiguous
Examining whether the data is detailed enough to provide reasonable trends analysis as required by the regulator
ensuring in cases where the Royal Mail estimates use sampling that the statistical methodology is reasonable and that any extrapolation can be justified based on sample size and source
