Support for using new housing powers

Challenge

IDeA initiated a £5 million national support and capacity-building programme for the IDeA to provide support to local authorities in respect of new powers and duties. These introduced major changes to local authorities' intervention powers to improve private sector housing conditions.

The changes will directly affect about 3500 local authority professional and technical staff, plus a range of stakeholders outside of local authorities, e.g. private landlords, home improvement agencies, and registered social landlords etc.

Solution

Oakleigh managed this programme which included provision of training and support for local authorities and other stakeholders in relation to the strategic context and application of new legislation and support to build capacity and drive sustainable improvements in relation to private sector housing interventions, and share best practice amongst stakeholders.

This involves facilitating the development of sustainable capacity within local authorities, improving strategic awareness, building upon existing networks, encouraging further joint learning and facilitating the promotion of more effective sub-regional working and strategies.

Our work has involved provision of professional knowledge and advice, identifying and developing a range of appropriate support and development initiatives, production of a project plan for agreement with the client and overall management, and financial control for the project.

Effective project management has been essential to meet the ODPM's proposed implementation timetable for the new legislation.

This has involved consultation with ODPM and other stakeholders, developing requirements for training and development, producing specifications of requirements, managing tendering and procurement, and the provision of over 5000 training places, including ensuring quality assurance.

The programme covers interventions for both council officers and elected members and includes:

  • Development of a website, an on-line discussion forum and e-learning materials.
  • Arranging a number of national and regional conferences.
  • Devising and facilitating an extensive series of regional consultation events to facilitate discussion between local authorities and stakeholders.
  • Developing sub-regional working to build sustainable capacity within local authorities.
  • Developing and facilitating a major action-learning programme.
  • Extensive consultation and liaison with a range of stakeholders.

Outcome

Following the successful delivery of the first phase of this work, Oakleigh were retained by IDeA to develop and lead the delivery of the rest of the programme.
