Lifelong Learning (MIAP in Scotland Programme): Review of the Scottish Candidate Number as a Unique Learner Number
Challenge
A Scottish Managing Information Across Partners (MIAP) Development Group has been established with a mission:
- "To generate an environment whereby high quality information is available to inform decision making at all levels in such a way as to provide benefits to learners and other stakeholders in the Scottish Education Sector".
This group commissioned a research study from Oakleigh into the options for a Scottish Unique Learner Number. The focus of this study was to:
- Broaden an understanding of the extent of use of the Scottish Qualification Authority's Scottish Candidate Number (SCN) throughout the education sector within Scotland.
- Understand whether the extent of usage would infer that the SCN is best placed to form the basis of a ULN for Scotland.
- Identify next steps in enabling a 'fit for purpose' unique learner identifier for the Scottish education sector.
Solution
This project involved: consultation with members of the MIAP Development Group through individual interviews and a workshop; consultation with other key national bodies, including UCAS, HESA and SLC, consultation with Scottish post-16 learning providers, Higher Education Institutions and awarding bodies operating with Scottish learners via a series of detailed electronic web surveys; and outline development of a conceptual model of a Scottish Learner Registration Service.
Outcome
The output of this study was a detailed report including statistical findings and recommendations on next steps for the Scottish Executive and its MIAP partners.
The MIAP Programme Manager in Scotland, said
