Policy Impact Assessment

Challenge

This assignment comprised the development of a regulatory impact tool for HEFCE policy officers. HEFCE wants to use its approach to regulatory impact assessment to identify sustainability issues and to ensure that it carries out systematic equality impact assessments in order to meet its duties under the equalities legislation.

Solution

Following interviews with all key HEFCE stakeholders, Oakleigh drafted a process which combined the assessment of the three areas of regulatory, equality and sustainable development impact in one document. It was designed to be comprehensive whilst still being simple and easy to use.

Outcome

We developed proposals for embedding and publicising the process including:

  • Incorporating it into existing training.
  • Ensuring it had a high profile on the intranet.
  • Using existing methods of communication (email and internal newsletter) to promote its existence.
  • Incorporating it into the induction process.
  • Ensuring completed Policy Impact Assessments were publicised on HEFCE's website.

We ran workshops for policy officers to get their views and input to the process and wrote a report for, and attended, the Chief Executive Group to ascertain their views, prior to finalising the process.
