Common Provider Dataset
Challenge
Oakleigh Consulting conducted a study, commissioned by the LSC, to consult with providers in the learning and skills sector to determine whether a common provider dataset (CPDS) can be developed, and if so, to devise a draft dataset for further consultation.
The study was commissioned as a result of LSC's commitment to the principle set out in the Agenda for Change Prospectus that the same shared information base should be used by all of the agencies (such as LSC, DfES, QCA, and the inspectorates) which monitor colleges' performance, quality, equality and diversity measures.
The main focus of this study was to look at data used by learning providers and its aim was to concentrate on establishing whether a common provider dataset exists.
Solution
To complete the work we:
- Conducted detailed case studies with two well-managed colleges to determine the key processes that require information about learners and their learning
- Carried out focus groups with learning providers to test and further develop the results of the case study findings
- Set up a Common Provider Working Group, and ran a focus group and limited email consultation with different types of providers to capture detailed feedback.
Outcome
The outcome of the work is a set of revisions to the Individual Learner Record (ILR), including implementation of MIAP Common Data Definition, which will more closely align the data collections to learning providers requirements and the needs of data users (such as other Agencies).
