User Requirements and Business Process Analysis
Challenge
Following an initial mapping of issues, challenges and requirements for collecting and sharing learning information, a series of detailed studies were undertaken. Findings from these studies were then consolidated into a three phased approach identified for meeting the MIAP vision:
- Phase 1 - Continuing with a range of work currently underway including the introduction of a Data Sharing Framework, common data definitions (CDD) and a UK Register of Learning Providers (UKRLP).
- Phase 2 - Introduce a Unique Learner Number, which is adopted universally across learning sectors.
- Phase 3 - Development of a MIAP Learning Interface to improve the way in which information is collected and shared.
Solution
Oakleigh Consulting was employed to work on Phase 3 of the project with the MIAP Board representatives and other stakeholders on this project. The MIAP Board has representation from over 40 stakeholder organisations including: DfES; LSC; HESA; UCAS; HEFCE; various awarding bodies; learning providers and various other organisations.
The MIAP Programme, which is led by the DfES, is an ambitious project that aims to implement a web based system / interface that is capable of drawing various elements of learning data from various databases that are the repositories for various education based data collections.
These data collections relate to accredited learning achievement throughout a Learner's lifetime.
The interface will be capable of composing a single record of a Learner's achievement to date. In addition, the interface will be able to draw anonymised batches of learning records from the databases to enable the detailed analysis of learning achievement based on defined search parameters.
This project required OCL to focus on two areas:
- Development of a catalogue of user requirements to define what is required from the interface and form a platform for subsequent technical options analysis.
- The documentation of destination, participation and retention business processes across the education sector; covering: Higher Education; Further Education; Work Based Learning; Adult and Community Learning; and Post 14 Schools.
Outcome
Our approach was inclusive and involved a combination of interviews and workshops. Through this approach we consulted with over 160 individuals representing over 60 stakeholder organisations and learners themselves.
The deliverables from this work were a detailed report and a series of process maps for the business processes outlined above.
The report set out the user requirements for the interface and proposed a business solution that met the needs of users and which was in line with the need to build on existing data collections and data repositories. It also set out the considerations that needed to be addressed regarding: technical issues to be covered by the technical options study; legal considerations regarding Data Protection and other associated issues; and governance issues.
The process maps were developed using Enterprise Modeller software. This enabled the models to be interactive, allowing various narrative documents to be attached and readily accessed by the reader. This model was published in html in order to enable it to be published on the MIAP website.
