Common Data Definitions Study
The MIAP Group was formed by DfES in spring 2002 in response to the growing demand for an improvement in the way management information is collected and shared across the learning and skills sector. There are now over 40 partner organisations in the programme.
Challenge
Following an initial mapping of issues, challenges and requirements for collecting and sharing learning information, a series of detailed studies were undertaken. Findings from these studies were then consolidated into a three phased approach identified for meeting the MIAP vision:
- Phase 1 - Continuing with a range of work currently underway including the introduction of a Data Sharing Framework, common data definitions (CDD) and a UK Register of Learning Providers (UKRLP)
- Phase 2 - Introduce a Unique Learner Number, which is adopted universally across learning sectors
- Phase 3 - Development of a MIAP Learning Interface to improve the way in which information is collected and shared.
Oakleigh Consulting was commissioned by the MIAP Board to develop the core set of common data definitions, to be agreed and employed across the MIAP partnership. Developing the CDD was one of the enabling projects to fulfil the MIAP vision.
Specific objectives of the study were to:
- Identify and propose data definitions associated with learners and their learning – covering participation, retention, achievement and destination
- Investigate appropriate implementation arrangements of the CDD based on an assessment of costs, benefits, risks and constraints
Solution
To meet these objectives over the course of the study (running from October 2004-May 2005) we:
- Conducted extensive desk research and analysis of documentation on current data collections and on existing and emerging standards, such as e-GIF and BS8788 (UKLeaP).
- Consulted widely across the learning and skills sector in interviews, workshops and e-surveys with representatives from government departments and agencies, learning providers and their representative bodies, awarding bodies, system providers and others.
- Created and consulted a review group comprising experts from across the sector.
Outcome
Following these steps Oakleigh submitted reports to the MIAP Board as follows:
- Consolidated the results of each round of research and consultation and submitted them as interim briefing papers and reports to drive each subsequent stage of the consultation
- Prepared the core set of detailed data definitions and a final report for the MIAP Programme Board.
