Independent assessment of supply-side assumptions underpinning the business cases for the proposed new programmes
The Challenge
BUiD is a pioneering institution that is licensed and accredited by the United Arab Emirate's Ministry of Higher Education & Scientific Research and offers the academic programmes of leading UK universities: Birmingham, Cardiff, City, Edinburgh, and Manchester.
It sought Oakleigh's support at a crucial stage in its development, at the point where it was developing a strategic and business plan to underpin institutional growth. In particular it needed to reassure sponsors within the UAE and the UK that its expansion was both academically and financially prudent.
The Solution
Oakleigh looked closely at the available demographic sets of data to establish the size of the total pool of qualified candidates within the region for a range of current and proposed BUID programmes.
We also analysed competitor programmes (in terms of both cost and academic overlap) and unstructured information held by BUiD in relation to historic demand for programmes and conversion rates from enquiries.
On the basis of all the available data Oakleigh then constructed a predictive model that allowed for evidence-based judgements to be made on the relative security of committing resources to the introduction of new programmes.
The Outcome
Oakleigh's report formed a key part of the Strategic Plan that was presented to Senate and Council and was instrumental in gaining the support of both.
In the words of the client:
"The care taken by the consultant to comprehend the assignment thoroughly and to understand the, sometimes differing, perspectives of senior members of staff was impressive. The wide personal experience of the consultant enabled the brief to be focused very clearly.
The transparency of the reporting back and the sensitive way in which senior staff were involved enabled the findings to be adopted and subsequently enjoy the confidence of the University's Senate. What was most impressive was the way in which the consultant went beyond the brief to provide additional options and observations that both added value and facilitated the subsequent adoption of the recommendations."
David Lock, Registrar & Acting Chief Executive, BUiD
